NABC Statement on Government Shutdown: Impact on Black Counselors and Communities
Washington, D.C. — The National Association of Black Counselors (NABC) is closely monitoring the federal government shutdown that began on October 1, 2025. The shutdown, resulting from Congress’s failure to pass appropriations, has far-reaching consequences for federal agencies, workers, and the communities we serve.
“Shutdowns are never just about politics in Washington—they directly affect the lives of our members and the Black communities we serve nationwide,” said the NABC Leadership Team.
Agencies and Services Affected

Health and Human Services (HHS, CDC, NIH, FDA): Nearly half of the workforce furloughed, halting research, clinical trials, grant processing, and public health initiatives.

Department of Education: 87% of employees furloughed; civil rights investigations, new grants, and school district support delayed.

Transportation (FAA, TSA): More than 11,000 FAA employees furloughed; air travel safety and efficiency at risk as training and inspections pause.

National Parks and Interior: Park services and facilities closed or operating at limited capacity.

Small Business and Housing Programs: SBA loans and FHA approvals delayed, disproportionately impacting small and minority-owned businesses.

IRS / Treasury: Taxpayer services and audits slowed.

Social Security, Medicare, Medicaid: Benefits continue, but customer service support is limited.
Impact on NABC Members
The shutdown disrupts:

Federal grants and contracts relied upon by members for mental health services, research, and education.

Regulatory and approval processes for projects serving Black communities.

Collaboration with federal partners, creating uncertainty in program delivery and community outreach.

Federal employees within our membership, many of whom are now furloughed or working without pay.
“These disruptions further strain already underserved communities,” the statement continued. “For Black counselors, the ripple effects include delayed funding, halted projects, and a heavier burden of support for clients navigating instability.”

NABC urges Congress to act swiftly to restore funding and prioritize the health, education, and economic well-being of all communities.
