The Counseling Compact is Now Live in Arizona and Minnesota

The Counseling Compact has officially gone live for licensees in Arizona and Minnesota, marking a major milestone in expanding access to licensed professional counseling services across state lines.

Arizona and Minnesota are the first two states to complete the technical and regulatory steps for implementation, including secure data sharing and system testing.

Currently, the Compact allows:

  • Licensed Professional Counselors (LPCs) licensed by Arizona and living in Arizona to apply for the privilege to practice in Minnesota.

  • Licensed Professional Clinical Counselors (LPCCs) licensed by Minnesota and living in Minnesota to apply for the privilege to practice in Arizona.

Across the country, 37 additional states and the District of Columbia are actively working to finalize their readiness to issue and receive privileges under the Compact. Readiness efforts include:

  • Adopting rules and establishing fees

  • Implementing federal criminal background checks with FBI authorization

  • Preparing IT systems for data submission

  • Training staff for system use and customer support

  • Conducting full testing of data uploads and validation processes

  • Creating application processes to convert privileges into home state licenses

The Counseling Compact Commission will continue adding states and the District of Columbia as they meet all requirements. Licensees with questions about participation should contact their jurisdictional licensing board directly, as timelines for compliance may vary by state.

The National Association of Black Counselors (NABC) supports the implementation of the Counseling Compact as an important step toward improving counselor mobility, access to care, and equity in mental health services nationwide.
